The Program works on Kurdish issues in Turkey and Iraq. Phillips authored a report by the Atlantic Council – Confidence-Building Measures between Turks and Iraqi Kurds. The report proposed normalizing relations, easing border crossings, and facilitating the transit of goods from Turkey to the Kurdistan Region of Iraq. Soon after the report’s publication, Ankara implemented many of the report’s recommendations as part of its commercial diplomacy with the authorities in Iraqi Kurdistan.

Disarming, Demobilizing, and Reintegrating the Kurdistan Worker’s Party offered a roadmap for a final settlement of the Kurdish question. Some of the report’s recommendations on Kurdish-language media and cultural rights were implemented as part of Turkey’s “Democracy Opening.”
