Threats and Challenges to Kosovo’s Sovereignty is a collection of essays from prominent scholars and opinion-leaders in Kosovo, Macedonia, Serbia, Greece, Turkey and the United States. Essays explore some of the most sensitive issues effecting Kosovo’s status and the way forward. The publication serves as a wake-up call. It is a warning to policy-makers and civic actors in directly affected countries, as well as leaders in Western Europe and the United States who are stakeholders in Kosovo’s secular, pro-western democracy.

A new report from Columbia University’s David L. Phillips criticizes the EU-mediated dialogue between Kosovo and Serbia, and recommends a more robust and collaborative role for the EU and United States.

Implementation Review of the Kosovo-Serbia Dialogue proposes a new format for international mediation. It suggests a deadline of 18 months to conclude negotiations. An EU Monitoring Mission would report on progress. If either party obstructs, the EU would suspend its mediation and freeze EU funds. Serbia’s negotiations to become a member of the EU would be calibrated to progress in the Kosovo-Serbia dialogue. “No progress, no chapters” is the guiding principle.
