ISHR Visiting Scholar, Helena Kane Finn, Discusses her Memoir

Dr. Helena Kane Finn is a former career diplomat of the Department of State who served as Minister-Counselor for Public Affairs at the U.S. Embassy in Berlin; as Counselor for Public Affairs at the U.S. Embassies in Tel Aviv, Ankara, and Vienna; and as Acting Assistant Secretary of State for the Bureau of Educational and Cultural Affairs, among other positions. Dr. Finn discussed the ways in which public and cultural diplomacy can be used in conflict situations to reduce tensions between opposing parties in the promotion of universal human rights. The talk was based on a memoir that recounts her own experiences in the realm of soft power over three decades in the diplomatic service.
